Why are graduates preparing for the NYSC program referred to as prospective Corps Members?

In the NYSC program, as long as you are yet to do the swearing-in, you are not regarded as a Corps member. Once you partake in the swearing-in, then you are officially a Corps member.
Before the orientation camp swearing-in, you will all be Preffered to as a prospective Corps Members.
